Canopus Procoder Help Please !

Canopus Procoder experts please !!!!
I am using the Canopus Procoder 2 to convert a 4:3 PAL tv show to NTSC.
I am the 'video Filter' to crop the top few lines of the picture, to cut out a logo.
I then want to re-centralise the picture (creating a'letter-box' effect).
Centralising is what's causing me the problem.
The settings for Vertical Crop : TOP, BOTTOM and BOTTOM OFFSET, but I can't
really figure out how to use them.
I cannot independently set BOTTOM and BOTTOM OFFSET, meaning that centralising will
mean that I am cropping the bottom part of the picture (which I do not want to do).
Basically, once I have cropped the top part of the picture, I want to transpose it.
Is there anyway I can do that with this piece of software.
I really want to carry out this basic piece of editing and do the standards conversion
in one, meaning that the Canopus would be the ideal solution.
Help Please !!
