PS2 Slim led going green for a sec then going back to red

I have a Silver PSTwo (slim) and when I press the power button, the led turns green for about a sec, then goes back to red, the warranty was voided by the owner of the console, so I opened it again and tried to re-instert all the ribbons, but with no success.

Nothing happens during that time the led is green, no fan spin, no drive spindle activity, no sign of life. I have no way of trying another power supply to see if its faulty. If anyone how to troubleshoot this issue I'd appreciate the help.

Could be a blown SMD fuse on the motherboard, what version is the slimline, google up a fuse diagram for the version number, and check all the fuses for continuity with a multimeter.
