I can get to it, and since my xmb only half-loads then turns off. I guess I need to recover 3.60

How do I do it?

When you say you "can get to it" how are you doing this since you should be holding down the right trigger and turning PSP on? The Recovery Menu should then display. What firmware version are you on?
The Recovery Menu is only available on Custom Firmwares. If NOT on a Custom Firmware such as Dark Alex / M33 then you will need to downgrade first. Yell if you need some contacts who can help you for free.

PSP Phat 1-7,PSP Slim 8-11, Xbox 360, 7 x PS3 40GB, 1 x PS3 60GB, PSOne, PS, 2 x PS2, Wii

Did you try installing custom firmware to your PSP?

I will assume this is a PSP SLIM since you said recover to 3.60 firmware. If this is the case then you can not use any recovery folder. You will need a Pandora battery + magic memory Stick that will install 3.60 M33 or above custom firmware to your PSP.

You need to give us more information so we can help you out.

What you did.

What your trying to do.

What actually happens when you turn on the PSP (you said it only boots part of the XMB) explain how much it boots up.
