i cant update or downgrade my psp if i recovery eboot it will it send me back to the first ever settings?

Not entirely sure what you are asking here.
If you 'recover' back to Official 1.5 version you can then upgrade back to Official or Custom Firmwares of your choice.

If you are on Custom firmware already you can use Recovery Mode to downgrade back to 1.5 if necessary
