how do I ADD a new AUDIO track to an existing video?

Please help me out with this.
I have a film, let's say just for example a 700 meg AVI file - all original audio, in english, just the way all rips are right. NOW, what I'm trying to do is this. I have a seperate MP3 file, which is a SYNCHRONIZED translation of the given film. This may sound odd to you "Why does he have a synchronized translation of a film when he can have subtitles!" right? Well just a piece of trivia for you - in Eastern Europe, this is a very popular way of translating movies. Nobody reads subtitles there when people watch movies. There are studios that hire professionals who translate these films. So instead of a fully dubbed film, you hear the original slowely dimmed in the background and a translator's voice.
Continuing on what I want... this synchronized translation which is in .MP3 track that I have.. what I want to do with it, is LAY IT ON TOP of the original film, just like I explained. I talked to someone who does this but he did not want to give me a tutorial, he did however mention that this is done in VIRTUAL DUB MOD.
So, how is this achieved? This synchronized mp3 has to be layered on top of the original, but I want to have control, with this control I want to lower the original's volume so it's just fairly dimmed, not overly loud and not overly low - just in the middle, AND, the synchronized the same, not overly loud or low, moderate.
Someone please help.

Adding another audio stream is one thing - but are you saying that when the finished product is in the DVD player, that somehow you select one audio, set the volume, then select the other audio and set that level and have both playing at the same time?
I can see loading one stream into the likes of Audacity, lowering the level, then loading the second and blending - but the volume control button would start at the levels they had when the new file was created - there would be joint, not individual control.

What I'm trying to achieve is pretty much easiest described when you think of a "Commentary track" that are supplied with every movie. You hear the original audio; music, sound effects, dialogue (not clearly of course, but you still hear people speak even though you can't make out what they might be saying), but the "commentary" or in my case, the "translation" is the main audio that you're listening to.
How do I go about doing that?

sorry for the late reply, I got Audacity...
but when I try to open the ripped wav file from VirtualDub, the source audio it says "Audacity had to make a guess, the Audio may be BOGUS" It doesn't want to read it. What's the problem here?
By the way, is there any other Audio editing software that can do the same job besides Audacity? I can try something else if Audacity doesn't work.. If I understand it correctly all that I need to know is; both audio tracks must have same sampling rate - (ex: 44hz) the original audio that I want to hear slightly must be lowered (negative) and the translation - the second track could be virtually untouched since that's going to be the main audio of interest for me. Then I have to "merge" these two files into a .wav file (does it have to be .wav? or can it be MP3 or any other format?) Once I'm done, I can just go to VirtualDubMod "Stream List", block the original audio, and add the NEW wav I've made and just Save As. without recompressing the video (Direct Stream Copy)
