MPEG TO SVCD???HELP???

I haven't seen any threads about encoding MPEG files downloaded from the net to MPEG-2 files using TMPEnc. I've tried for some time now to get a good quality SVCD, with no luck. My results are always somewhat blurry with block noise, and the highest bitrate I can achieve is 1605 kbits/sec. The movie is Spiderman 1.3 GB mpeg which I have split in half about 58 min of movie footage each for the TMPEnc encoding. I hear of people getting 1900 kbits/sec and up on there end results. But after I squeeze down the 1st half of the movie to fit on a 80 min CDR the end bitrate is crap. Should I just size down the SVCD 1st/2nd halves to say 45 mins. to get a better ending bitrate?
My question is, I've followed the guides around here to the letter, so I know there is a setting that I'm missing to turn on/off, changing this/that to get good SVCD quality, not the results I'm getting now of a VHS tape that has been recorded over a 1000 times.

I'd really appreciate some kindful guidance on the specific settings I should be using in TMPEnc. Thanks......
