Faint diagonal lines in TV and PC Tuner after splitting RCA output from one source

Hello

Has anyone experienced faint diagonal lines in TV and PC Tuner image after splitting an RCA output from one video source?

I have a 7 meter RCA video cable from a solid metal RCA Y adapter fed under the house to my new TV tuner card (cheap TV2000 XP Expert one but very impressive results) from my Cable TV box's output. Whenever I plug in the RCA cable (to the PC and the TV) very faint close diagonal lines appear on the TV and on the PC's input image.

I have seperated the cables under the house to avoid magnetic fields but the lines still show. The cable was originally 16 meters but I reduced it's length to 7 meters and re-soldered the plugs.

I am guessing it has something to do with an Earth Loop ( http://www1.jaycar.com.au/images_uploaded/humloop.pdf ) that has now been introduced between the multiple devices. Is there anyway to eliminate or reduce the inteference without eliminating the earth wire?

Ideas?
