Red & Green Flashing with system turning off and on?

Anybody know what it means when i turn on my xbox and it turns on and off 3 times then just flashes red and green? if i disable my mod chip it gives me a o5 error message, but i have a 200 gig HD that is not locked. any help please...

Error #5 is that your harddrive isn't locked and the M$ bios can't access it.

The 3 reboots normally means either the Bios on the chip is bad. The chip itself is bad. Or the connections to the LPC aren't correct or making good contact.
