Exact Audio Copy is used to copy Audio CD's and "fix" any track problem that might be there. As in slight scratches. Is there some software that does the same thing for Data CD's?

I have a slight scratch in my Windows XP disk and am getting an error message about a file that will not install properly. Can I try making a copy of my disk and use the copy of the disk to install? I'm hoping the laser might pick up and correct the damaged file.

Now for the "touchy" question. Does anyone know if it would be possible to copy someone elses "perfect" disk and use my own key to get it to install?

Yes, you can copy someone else's disk and use your own key. Just make sure that it is not an OEM disk designed for a particular manufacturer's system which is different than your system.
But back to your original scratched disk question, sometimes a copy will run fine when the original won't play. If the scratch isn't too deep, you may be able to rub it out with a polishing compound, such as a automotive clear coat buffer paste.
