I just downloaded the Theme Pack v3.5. It has over 300 PTF files. I put about 30 or so that I liked on my PSP. Is there a way to have the PSP automatically change the theme at a set interval. I only ask because since Firmware 3.00, the PSP could change the background image automatically every month. Can it do the same for themes?

yes , there is an app called themeplus which can change theme, gameboot, and wallpaper. It depends all the firmware though.
