GTA:LCS custom tracks without cd's?

I thought I saw a way to create custom tracks for GTA:LCS without the use of the program/cd. Is there a way, or do I absolutely need to use the software and cd? And does it need to be commercially made, or can it be a burned cd?

From what i know of you have to use thier program but it can be a burnded cd. Not sure how but its really easy do.
