for 3d animation? like making pc games.. 3D.

ive heard of maya.. but what is the best program..free or not doesnt matter

If you made your subject "The best 3d animation software?" instead of just "the best software" you would get more answers from people who might know the answer, and less from dicks like me who pick on posts with stupid titles.

We use 3DS Max for our games at work. It's considered a standard, among others like Maya. It's far from free, something like $3500. Check out Blender if you're just learning 3D. It's not super intuitive and is limited, but it'll get your started. Otherwise, I think there's a non-commercial license of max for a more "reasonable" $350, and there is also a free 30-day trial.

It's a steep learning curve if you don't understand the basics of 3D, what polys and vertexes are, why textures need to be mapped, etc. I'd say try Blender first and then the 30-day trial of max so that you can learn quicker in the 30 days.

I agree blender is defiantly a good starter program it is limited but still capable and you cant beat the price (free).
