I download Final Fantasy 9 game , the file is PBP, i put in my game folder, and then I try to run it , its appear " THE GAME COULD NOT BE STARTED CA000005
can someone help ?

Create a folder called FF9 then add the EBOOT into that folder then place that in /PSP/GAME folder.
So the directory would be...
/PSP/GAME/FF9/EBOOT.PBP

it is 3.40 OEA
And I dont know how to get it change.

You either need a keys.bin file that goes in along with the EBOOT file since your on OE custom firmware.
or update to M33 custom firmware which doesn't require the use of key.bin files.
HERE is a guide on updating to M33 custom firmware.

but its fails , KEXPLOIT , can not be started.

READ THE GUIDE!
You don't need to run KXploit Permanent Patcher on 3.40 OEA.
You just run the 3.52 M33 update then run the 3.52 M33-4 update after that.

Download this file HERE.
Then place the key.bin file into the FF9 folder along with the EBOOT.
