PS2 V7 Blue LED and Display Problem

I have a V7 PS2. The blue LED for eject does not light up and does not eject the tray. It can bring the PS2 out of sleep/standby mode though. Also, there is no picture on the screen and the only thing I hear inside the PS2 is the fan. Please help. I already know it could be a fuse or the BA Chip. I need to know how to test these components. I have a multimeter but don't really know how to use it. Sorry, I am kind of new to electrical components. I include links to pictures of my BA Chip. Any questions please feel free to ask.

Go through all of your fuses on the mb using your multimeter, if any are blown get replacements or bridge them with a soldering iron. the main fuses you want to check are the ones that are labled ps13 and so on you can find the by following the arrows on the mb, let me know how you go.
