what to know how long most people have been soldering and if the mod was successful.

I've been soldering for over a year now. All my mods have been successful and if they were not then I fix it.

if i start practicing now when can i install an argon d2c (13 wires) chip?

Practice for 2 1/2 months maybe. If you are a quick learner then 6 weeks. Take out some old electronics and practice soldering wires there. If you want to get your Wii modded then either wait until you are good enough or send it to a professional.

I would find old mainboards old vga cards etc , with ic's on them make sure the legs are very close and practise soldering each wire to each leg individually ,

if you google ( soldering to ic legs/leads ) you should be able to retrieve some tips as to the best way to solder small ic legs ,
