PS2 Exploit Utility Error Need Help

I download the PS2 Exploit Utility 5.0 and 5.1 but I get this error when trying to run it in Vista.

Run-Time error '339':
Component 'comdlg32.ocx' or one of its dependencies not correctly registered: a file is missing or invalid

I copied the comdlg32.ocx to the Windows/system32/ folder and ran regsvr32.exe comdlg32.ocx. A Box confirms that the file is now registered.

However I still get the error. Any ideas on how to correct this?

Try run the application as Administrator. This should fix the problem caused by security restriction in Vista. I've successfully ran this application. But a few seconds later, a dialog appeared said that it can't connect to the internet due to firewall settings. so I turned off my firewall but the problem still exists?
