Hi, is there any way I can mod my ps2 without spending any money on a flip top, mod chip, or code breaker?

In my opinion the cheapest method would be to use the independence exploit and a slide card if you have ps2 v0-v11. Otherwise if you have a ps2 v12+ you should go with swapmagic v3.6 and the tape and tissue mod.
V0-v11 ps2=original ps2 (phat)
V12+ =new ps2 (slim)

Edit:Either way you will have to spend at least a little money.

I have the old ps2 and memory cards for ps1 and ps2. I also have a hard-drive and a usb drive. What else do I need to trigger an exploit? Can I use the ps1 swap trick to trigger the exploit?

Well first you need to install the exploit onto a memory card (ps2). Then from there you can do quite a bit, play backups using cogswap, load games off the HD with the use of HD loader, run homebrew, etc.
I would highly recommend using the Independence Compiler to install the exploit onto your memory card.
Then you simply use a ps1 game to trigger the exploit.
