Can't get catalyst control center running on my new Vid card, new system, help

Hey, I just built a new system, this is my videocard:

The first time I tried to install the driver package from the ATI website, it failed to install the catalyst control suite because I had no dotnet framework. So I DL'd it, installed it, and removed and installed it all again:
Now it's installed, but when I try to run it, nothing happens. I'm confused. I've removed everything a number of times and reinstalled a number of times.

I want it working, or something comparable so I can manipulate my videocard a bit more.
