Short answer: no.

Longer answer: If you have the means to move data from a memory card to a USB flash drive, you can back up your data, but you still can't save directly to it.

I have seen some 64mb memory cards on ebay for under $10 shipped...not sure if they work since I just backup saves to a USB drive (& I have more than 1 Sony mem card)...

If 64mb is not enough & you have a fat PS2, you can do a memory card exploit to load uLaunchELF (or something similar), and use that to copy saves to & from a USB memory card (any USB flash drive formated with FAT or FAT32), usb hard drive, even the internal drive on a PS2fat.

You can also use Action Replay Max to copy saves to & from USB drives (Action Replay Max Evo is just Action Replay Max with an overpriced USB flash drive included) Not all flash drives work with action replay max, but if you do a search you should be able to find several lists detailing what flash drives work.
