laser measures good but still wont work

i have a 400c laser (2 actually) that measure ok across the focusing coils and the pots are adjusted to around 1200 but it still wont read and dvds? i have cleaned the lens and the mirror with alcohol. im sure there must be life left in this laser.

anyone have any ideas?
