Need Help Playing ISO/CSO's on CFW 3.71 M33

I just installed cfw 3.71 m33 with larrylje's universal guide to unbricking a psp and I didn't do anything after what it says in the guide. Do I have to create a new folder in the root of my ms called ISO and put my ISO/CSO's in there, and if so, is the root of the ms just anywhere by the rest of the outside folders (because there isn't a folder that says "root" or "memstick" anywhere)? Or do I have to get DevHook or what? I want to know everything I have to do to be able to play the game. Also, where is the best place to get the CSO I'm looking for, GTA VCS? Thanks for any help.

Root just means the base/top level of the drive/memory stick etc.
If the ISO folder isn't there then yes just create one - all caps.
Then just drag and drop the games there - once the psp is connected to the pc of course :)

I did what you said and it seemed to work... but then when I tried to start the game it said:
The game could not be started.
