How should I copy cd-r /vcd video(home movie) to dvd?

Or is it possible? Sorry for the dumb question. How can I make copies of it?

A VCD contains a folder named 'MPEGAV'.
In that folder is a .dat file.
The .dat file is MPEG1 video.
You can rename it to .mpg if you wish.
MPEG1 files can be converted to DVD format using Nero or, if you don't have Nero, the you can use this:

Import the file(s) (AVI, WMV,MPEG, VOB)
Output (standard DVD file format) to a folder on the HDD.
Set 'Aspect' to 4:3 (if you have a regular TV)
16:9 if you have a widescreen TV.
Set 'Standard' to NTSC (if you live in North America)
(PAL if your in the UK)

Attar gave you some good advice, and the steps are pretty basic, should not have any problems with it.
However, depending on the VCD, renaming the dat to mpeg does not always work(I just tested one to answer to a different thread).

It also depends on the application you use to author the DVD(VSODivx2DVD might work). I tried to import the renamed dat to mpeg in DVD Flick and it did not work. nero Vision had no problems importing the .dat files without need to rename them.
If renaming doesn't work, you can use VCDGear to convert the .dat to .mpeg, or extract the .mpeg from the .dat with IsoBuster.

If you are somewhat familiar with DVD authoring tools, the VCD can be made into a DVD without reencoding the video(which means no quality loss).
