Try changing the extension of the dat file to mpg or mpeg.

If the file is called Movie.dat, right click on the file and rename to Movie.mpg or Movie.mpeg, then try to open it with your converter.

Well, I only have one movie in VCD on my collection, so I copied the dat file on my HDD to be able to give you more info.
The extension changing option does not always work(it might in your case). I tried to open the file and use it with DVD Flick and it was no go.
If that doesnt work, you need to use VCDGear to convert from dat to mpeg. There is also a DOS program called DAT2MPG.
