will a retail ntsc-u guitar hero 3 work with my ntsc-j with wiikey?

Update the Wii to the latest version.

Even then you will get duplicated weather and news channels but everything else should be fine.

If you don't want the duplicated channels make a backup or download a backup copy of the NTSC(U) version and use Wii brick Blocker on it.
