Is there a way that i can make a bootable disk so i can bring up my modded dashboard without a harddrive?

Don't believe so. The xbox does it's own version of POST (power on system test). One of the things it does is look for the HDD. If you try to boot to a CD without the HDD in place you'll either get error 7 or 8.
