Ive read that you can use Opera or something with wii... but most of those articles were really really old, and I found them on google

to purchase the opera browser, you will either have to buy the wii points card (found in game stores, usually in 2000pts), or use a credit card. you purchase it through the wii shop channel.
the download is a one time fee. you just provide the internet connection (wifi or using usb/ethernet adapter).
as for console lock; whatever you download on your wii, will only work in your wii. you cannot transfer it to another wii. you can copy it to a sd card so you can restore it later on your wii, but it will fail to copy to another wii.
so if your wii breaks down, the only way to save your downloads is to send it in to nintendo; but if you have a modchip, it's pretty much gone. as far as i know, there is no way to transfer them over without sending your wii to nintendo.
