Have you tried setting the resolution down/up and seeing if that fixes the problem? Also, can you resize the window? If there's an option you really need, you can force the window to maximize by going into Task Manager, then under Tasks, right-click the application and select Maximize.
I tried to change resolution down and up again, but it doesn't fix the problem. So in many programs ''properties'' looks like this one, without some butons and other options. That is some windows issue, but I cannot fix it yet :(

I changed resolution up/down. Resterted. Changed DPI up/down. Restarted. One of them was helpful. I don't know which exactly, but now I have correct windows. Thank You all for help!!!
