Annoying Video Distortion

Ok, this has been bugging me for a few months now and I can't seem to find a fix. Basically almose everything I try to playback has this horrible fuzzy distortion, its just a general horizontal wobbly fuzz across the whole video. It seems to occur whatever program I use to playback and it also occurs when watching videos within websites like clips off bbc.co.uk and such like. I am using Windows XP Home SP2 by the way.

So I have tried completely unistalling all codecs, then I just put the K-Lite pack on but no joy, the horrible distortion is still there. Then I tried reinstalling Media Player 11 but that didn't help either, then I tried unistalling and reinstalling my graphics drivers (Used cleaner to make sure they were completely unistalled too) but that still hasn't helped.

I'm really frustrated with this and can't think what the problem could be, I assume it is codec related but, as I said, a complete unistall of all codecs didn't help. I am coming close to completely reinstalling Windows

Any suggestions?
