You don't open it, you extract the files' contents. Logged in as an admin, right click on the file and choose extract, once the .exe file has been extracted, double-click on it to run it (you may be asked if it's ok to run).
Note: you can also double click on the .zip file and it's contents will be displayed, you can then click on the extract all tab to get it's contents (you will be asked for a location to put the file/s in).

Ok, I'm very new at all this, but, when I log in as admin, and right click, I do not get an 'extract' option, Open, Open with share, scan, delete and properties, but, no extract? Sorry for being 'tick' about all this, thanks. :)
The easiest way to unzip a file is to double-click it. A window with the zipped files contents will open. You can click Extract all files or drag the files out of the window to the desired location (example: the desktop).
If you choose to click extract all files, the files will be extracted (unzipped) in the same location as the original file unless you specify a location in the Select a Destination and Extract Files box that appears when you choose to extract them.
2)Right-click the Zipped File
Right-click the zipped file and select Extract all. The Select a Destination and Extract Files window will open and let you choose if you want to save the files in the same location as the original zipped file or you can choose where you want to save the unzipped files by clicking browse and choosing a new location.
I also recommend using the free program ExtractNow, which can extract the contents of several zipped folders at once, faster than Windows can. It also has the ability to handle other archive types, such as RAR and JAR.
I know this is a Shrink forum, but you have a problem and I can't resist!
Now lets fix your problem. It looks like something happened to the default Vista unzip utility, it's no longer associated with .zip files. So to fix this.....
The default "Unzip Utility" in Windows Vista is Explorer.exe, you have to re-associate the .Zip file format to point to Explorer.exe.
Open the Start Menu
Goto All Programs
Expand the Accessories Folder
Right Click Command Prompt
Select Run as Administrator
Windows Vista will ask you if you were sure that you wanted to open the command prompt as an administrator, say yes. Now from there type what you see below (as seen) and hit enter. Close all windows and retry to unzip the file as described above.
cmd /c assoc .zip=CompressedFolder
This should restore Windows Explorer as the "Unzip Utility"
