Hi I am thinking about getting my wii chipped so I can back up my games. From what I have read you need a special DVD Rom to read the original discs. Is it possible to just download the games from a torrent site and burn them to disc with normal DVD R/RW and normal DVD's. If so what format do they download as and how do you burn them.

Yes they can be downloaded. They usually come as ISOs or compressed archives (usually rar) which you extract to obtain the ISO (using winrar or some other program). It's recommeneded you burn the ISO using imgburn preferably on Verbatim DVD-R at 4x speed. Other disks can work also but not all work.
