Have been looking around for awhile and can't eem to find one. Anyone know of any video conversion software that will insert chapters every 5 or 10 minutes into an avi output file?

Not possible. Not within the avi standard anyway... An avi (audio video interleave) does not support chapters natively. You could opt for a different container like .divx (DivX media format) or .mp4, both of these have chapter support.
