qemu without admin or cmd

I need to run qemu on a computer where I do not have permission to use the command prompt ,install programs or have Administrative rights. I know that quemu needs to be started by a batch file and I get an error message whenever I try to start it. Any ideas? Or worst case, does anyone know any VM software that could be run under these conditions?
