Is there any way for me to get custom firmware 3.90m33 on my psp because i have sony 3.9 and i cant find anything to help me get 3.90m33 please help thank you.

Nope - if you have a slim you won't be able to go to 1.50 + you don't need to to install custom firmware.

If you know someone with a psp running custom firmware then use this guide:

But you still need a memory stick to make a magic memory stick.
