Well I want to ask how to test ps2 fuses with a craftsman multimeter

Does your meter have a continuity ringer feature? If so, simply put one probe on one end of the fuse, the other probe on the other end of the fuse. If your meter rings out or you see ohms. You know the fuse is good.

If your meter does not have a ringer feature, simply place the meter on ohms and place one probe on one end of the fuse, and one probe on the other end of the fuse. If you see numbers while your meters on ohms, you know the fuse is good.

i have the gh032-22 motherboard the fuses all made the multimeter beep but still no power gets to the playstation. I tryed different reset switchs but what else could it be

Check the fuses on the power supply, not the motherboard. That's most likely your problem.

Its a slim ps2 and I have tryed the power supply on other slims and it works fine.

Somethin to do with the reset switch? Try the unit with the top case off.

on slims, a common problem is cracked solder joints on the yellow power connector. have a look at the socket, try wiggling it a little, and see if you notice any of the three pins move a tiny bit and fine cracks become visible.
if so, the solder needs to be reflowed on those connections.
this may not be the issue with yours, but that's the place to start.
basic rule of fault finding... establish first that power is getting into the board before you start looking for more complex issues.

Its not the reset swith I tryed it in another ps2 and it worked fine.
