im running a 3.77m33-4 'fat' PSP at the moment...and was wondering what the best, most up-to-date way of playing (via usb) games off my computer's hard drive were?

First of all. There is no 3.77 M33-4.

Second playing games via USB using your computer can be very slow. Your PSP was built for playing games not internet games.

There is only one way you can play it. Just search youtube for help ;)
The computer games aren't designed for the PSP and therefore nobody updates it.
