V9 Disc Read Error

Hello,
I've obtained a faulty ps2 (v9) from a friend with disc read error, according to him it is mod chiped, but being him he has no idea what chip.(I've done quite a bit of reading on this matter, and none of the quick fixes work. My brother is my handyman, and he said that the part that burns out is not burnt out).

He tried raising the laser via the 2 white cogs to no avail. However he believes it may be a spinning issue;
-He think the disc isn't spinning at correct rates/to slow
-Sometimes the drive will repetitively "click".

Can anyone provide some insight?
