Need software to split M2TS files or file splitter that splits from 2nd part

After an extensive search I realize no software currently exists to split M2TS files so that all parts are playable. I tried HDBDGUI and it simply doesn't work. its no better than a standard file splitter imo.

I figured out how to find key frames. for example. i have 24 gig file and split in 6 parts. part 1 3 and 6 work. for part 2 i split into 10MB chunks untill I find one that plays (ie i found the key frame), I then use that part to reconstruct the rest of part 2. The problem with this is I miss a few seconds (sometimes upto 30 seconds) of movie untill i find the Key frame.

Is there any file splitter that will let me for instance take a file and split it and only create the 2nd part of the split?????
