Ok, using the new PSP Slim

I have ripped a couple of DVD's with DVD Decrypter.
I have 2 programs.
One is PSPVideo9 and the other is Handbrake.

First Question:
Using the latest Video9 I chose
AVC 720X480 Stereo/128
Works great movies fill the screen etc.
However, if I set Video9 to the PSP's screen size 480X272 would the file size end up smaller? If so would it be a big difference. I set it for 720 with the thought of if ever I wanted to output it to a TV it would be better. Hopefully that is right thinking.

Second Question:
The other encoder I have is Handbrake.
Now, no matter what setting I used on my VOB files Handbrake would never create a file that the PSP said it supported. I made sure it was making an MP4 but still no go.

Can anyone help me with this.

Final Question:
I would appeciate thoughts on what others think is the best, or one of the better encoder apps.
For now I am just putting these on the PSP, but I can see in the future wishing to put them on other devices.
