Nero is generally used as the second part of a two part process. The first part of the process is to rip your movie using a program like DVD Decrypter to decrypt the video files and place them on you hard drive. DVD Decrypter is not part of Nero.

Then another program is used to burn those files to your blank disc. Nero is an example of a burning program.

If your movie is a DVD-9 (up to 8.95 gigabytes) then some compression will be needed to make it small enough to fit on the blank disc. This is done before burning using a program like DVD Shrink.

Some programs can do all three of these functions, others may do just two. DVD X copy Express can do all three, DVD Shrink decrypts and compresses, DVD Decrypter can decrypt and burn a DVD-5, but not compress. Burnatonce can only burn -R media. Nero can compress and burn.

Another function of a program is re-authoring. This allows you to remove or even add things to your DVD. DVD Shrink allows you to remove features like unneeded audio tracks, sub-pictures and special features. When features are removed, less compression is required to make it fit on the disc. Programs such as CloneDVD and Nero can do this as well.
