There's nothing illegal about it.

One problem is, that if you live in North America, your standalone DVD player only plays disks marked as 'Region 1'.
Europe is region 2 and Australia is region 4.

That's problem 1.
Problem 2 is that, if you live in North America, your TV set can only display what is called 'NTSC' video.
Most of the rest of the world uses 'PAL'.
So even if you had a player that could play another region, it must also, somehow take the PAL video and output an 'NTSC' video signal to the TV.
All of the above, regarding the DVD player can be hedged around with exceptions and special cases, but that is what generally applies.

The case is different if you wish to play a another region coded disk on your PC's DVD player.
The PC does not care about PAL or NTSC - it will display the movie, the catch is that the DVD player may be 'Region Locked'.

If it is locked to e.g region 1, then you are allowed to make a number of changes to play the different region disk - but once you have made all the allowed changes (typically 4) then the player is locked to whatever region you made the last.
This would be a nuisance to say the least.

Again there are ways to circumvent this problem, but since this was a general question, I restricted it to a general answer.
