There is a European version of Shakespears Twelfth Night with Helena Bonham Carter that I just love. It is utterly unavailable in the U.S. I have purchased the DVD in the UK (knowing that it was in PAL format).
Is there a way to convert it to an NTSC DVD so it will play on my DVD player in the U.S.

Feel free to get technical, I've been burning for several years.

I am just adding to this string because I am in the exact same situation. I have a movie from China that I want to covert to NTSC as well. I just got a copy of Adobe Premiere, haven't toyed with the software yet....

Yes you can. It's not straightforward though.
