There is a software company that claims to be able to burn dvd in cds. It is called Replicant2 (I think)
I have never used this software so I can not verify their claims, I have only read their ads.

Technically you can but you don't burn the dvd to cdr(w). You use a dvd ripper(SmartRipper or DVD Decrypter) and rip the dvd (ifo file& VOB files). I then use DVD2SVCD using Cinema Craft Encoder and convert the ripped dvd to SVCD format. When all done I then burn the bin& cue files (program creates MPEG2 to) slow and it usually takes 2-3 cd-r's depending upon the length of the film or how many vbr-pass you select. The default is mpvbr4(multi-pass variable bit rate 4). You can play the backups on your home dvd player if your home dvd player supports SVCD or has a "PBC" function on the dvd player or remote.
