Problem when using cheats with M3DS real

I recently purchased a M3DS real, GBA expansion pack, and 4gb SDHC card for my little brother. After getting it updated and putting on the games he is having a problem. All the games play fine. Sometimes after he loads a cheat it will refuse to access that game list anymore. It sticks at loading every time from that point forward until I remove the card and recreate the NDS folder. Anyone know what is causing this?

Are you using the correct cheats?

You might be using USA Action Replay cheats on a Euro Rom or vice versa.

I have no idea. Would that cause the issue he is having? TBH I don't know anything about the cheat functionality because it wasn't anything I care about. He seems unwilling to learn. So far I am just telling him to stop cheating lol.

There is three different types of roms.

For example I'll use Zelda.

Zelda(U)
Zelda(E)
Zelda(J)

U=USA, E=Europe, J=Japan

If you are trying to use USA Action Replay cheats on a Europe Rom, it will not work.

You have to use USA Action Replay cheats for USA Roms and Europe Action Replay cheats for Europe Roms.

I pretty much figured that cheats would be by region. My concern is will loading a US region cheat on a Euro rom result in what I was describing? The game list not coming up after that point.
