Would it still be safe to use the same harddrive? From what I've seen on here it seems that just the modded consoles are banned and not the HDDs or gamertags. I figure one non-modded Xbox for my "real" games on Live and the other modded one (not connected to the Internet) for single player games with my "backups". Or would that still be risky?

yes, you can swap the HDs between a modded and unmodded console.

how come now when i switch the harddrives the modded one says its needs to download a security update? This scares me cause even know its not connected to the internet it just seems fishy to me. Any idea what this is, it doesnt do it on the non modded console.

That will do that the first time you transfer your hdd to a new console. It's fine.
