Wiikey 1.9s ISO not working or am I doing something wrong?

Ok, I bought a Wii with the Wiikey already installed. I'm not sure what firmware version it is so I downloaded the 1.9s PAL ISO, burnt it with Alcohol 120% and tried to load it on my Wii anyway. When I put it in the disc it shows a gamecube logo. I entered it in the menu and the disc starts spinning then stops for a few seconds. Then it starts spinning and continues into the 'health and safety warning' screen, then when I'm prompted to push A it just returns to the Wii menu, although the disc continues to spin?

I have tried this twice now. The disc was burnt at 4x speed so I can't see why it isn't loading. Is it possible that if the firmware is already up to date that nothing should show up? Or am I doing something wrong?
