Wii key won`t lock "development mode" "block updates"

Folks, I have my US Wii with the latest available patch from the internet and I have wii key 1.9s. I turn on development mode and block updates but everytime I get back to the screen on wii key is turned off (block updates and dev mode)! How do I enable this once and for all?

If I can`t, I want to play Mario Kart and SSB backups, can I do the updates that are on those discs? (NTSC discs)
