Could someone explain to me how a 700MB XVID avi file gets converted by TMPGEnc into a file that does not fit unto a normal DVD-R?

And when I want to get this unto a CD-R as an SVCD it tells me the file will be 514% of the target media.

Please help! How do I get this 700 MB file (105 min.) unto either a CD-R or a DVD-R?
