It's pretty self explanatory what materials he used...all he did was dremel (perhaps some other method) two windows in his Xbox (making the RROD your problem, not MS's) and slide in some plexiglass. Switched out the green LEDS for some blue ones, and it looks like he threw in a neon light into the case itself (something like a PC light, the little bars?).
Have you ever modded a case before? I guarantee you'll regret it, your cuts won't be as smooth as you'd like. Your Xbox will be exponentially louder, and your warranty will be voided (you can hide a flashed drive, this not so much).
Check out llama360 for more stuff along this lines, they seem to focus on stuff like this more than afterdawn.

Its a pretty expensive and risky experiment. If you've never worked with electronics before I'd advise against it as the cathodes (LED lights inside the 360) as well as the blue ROL both involve soldering.
Before you start I'd suggest buying a stock white case and using that in case you screw up or something.
In addition you are going to need a good dremel as well as plexi for the case cut. and it looks like that person also installed new fans, probably blue talismoon fans.
