USB DEVICES NOT RECOGNIZED IN VISTA

I am running Vista home basic, and Have a problem. NO usb device is recognized by my computer(toshiba sattelite). I get the hardware wizard, but no help there. I believe it happened after I came out of hibernate. Any help is GREATLY appreciated.

ps- Have tried complete os reinstall. Nada. Tried leaving the power and battery out overnight. Nada.
