Is it possible to take a music videos that you can download on your computer and put them onto DVD-R and still be able to view them as a DVD?

Or can you make a menu for them too?

Any help would be appreciated

Yes.

TMPGEnc v2.521.58.169 to encode them to ensure DVD-Compliance:

TMPGEnc DVD Author v1.5 to create the DVD structure (menus etc. etc):
http://www.pegasys-inc.com/en/download/tda.html

DVD Burning software of your choice.

And you're good to go...
